MPO Board looks to remove tolls from Loop 1604




Monday, August 27, 2018, the AAMPO Transportation Policy Board voted to pursue the Loop 1604 project that extends from SH 16 to IH 35 as a traditionally funded project rather than as a toll road.  The total cost of the project which was to be implemented by the Alamo Regional Mobility Authority was $882 million.

The board had previously voted to remove tolls from US 281, I-10, and I-35.  This essentially eliminated the benefit associated with a system of tolled managed lanes in the region. Further, even if tolled, the tolled project would still require a significant amount of public funds.

This move comes on the heels of a growing sentiment across the state to proceed with non-toll projects wherever possible.  Despite the tolls being taken off the table, the project will retain a non-tolled "managed lane" component that could become a high occupancy vehicle lane.

As a result of Monday's action, the AAMPO board will be sending a resolution of support of a non-toll plan for Loop 1604 to the Texas Transportation Commission in September 2018. If accepted, TxDOT would assume the project development authority for Loop 1604.  Once the commission takes action, the AAMPO will follow-up with updates to the Transportation Improvement Program and the Metropolitan Transportation Plan.
